KUALA LUMPUR – The Health Ministry has warned its staff against issuing statements on the implementation of public policies, programmes and government decisions without approval.

The ministry referred to a statement circulating in social media that criticised the vaccine distribution plan, which was supposedly written by a staffer.

“Improper statements not only tarnish the image of civil officers but also cause confusion and societal unrest, as well as affect credibility of the civil service and the government.

“In accordance with the civil service and conduct regulations, civil servants are prohibited from making statements that directly or indirectly affect the implementation of any public policy, programme and decision without first getting permission.”

The ministry said the regulations are not intended to prevent any officer from speaking out but rather to ensure they use the correct communication and complaint channels while maintaining the image and credibility of the civil service.

It added that every Health Ministry officer is reminded to ensure decency when using social media, as well as ensure it does not amount to misconduct subject to disciplinary action.

Although the ministry did not specify which social media post it is referring to, Putrajaya Hospital nephrologist Dr Rafidah Abdullah had, in a Facebook post, recently slammed the government after certain VIPs – including ministers, as well as assemblymen and their officers – were allegedly included in Phase 1 of the vaccination drive.

Dr Rafidah alleged that these individuals were given priority at the expense of front-line workers, including pregnant and breastfeeding women, private dentists and pharmacists, among others.

However, she did not mention the names of the VIPs who would purportedly get vaccinated first, instead saying many frontliners were too afraid to speak out.

“Do not deny the rights of women healthcare workers. If they are pregnant, breastfeeding and want vaccination, honour them.

“Don’t waste time fanning individuals with man-made positions. Put these people aside. Professionals work professionally.”

This was followed by similar complaints by frontliners in Penang. – The Vibes, March 4, 2021
